This is now fixed for new emails from now on and all emails that were 'stuck' have been sent. We're working on a solution to prevent this kind of disruption from being able to happen again.

FYI- It looks like they were still going out but there was a backlog that meant they were running behind by up to a few hours.
The backlog is now cleared though, so everything is back to the normal 'pace' and everything should be good to go again - this also means that any notifications that didn't go out (due to being backlogged) did end up going out & nothing was lost at all, but they were delayed by up to several hours.
We're looking into why the backlog occurred this time around; it appears that we may need to add additional background processing capacity although we're still analyzing what happened at this point before we begin work towards a final fix.
Sorry for any confusion or inconvenience, we're definitely working on making sure this doesn't happen again...

I just wanted to let you know Tech knows about this- still waiting on a response.
We're experiencing the same problem after the recent server maintenance with the configuration for the service that processes these jobs. We're working on a solution and should have it resolved sometime tomorrow morning.
Update: the problem has now been resolved.
