In my experience, traditional on-page optimization techniques work really well in Yahoo!/Bing, while Google's first 20 results are heavily influenced by click through rates and social signals. As far as I know, [Yahoo/Bing] haven't released any public metric like PR. On several PAS properties, our ranks fluctuate on Google plus or minus ~8 spots depending on the click through rate that period, while on Bing the page tends to achieve a position and stick there.
Also, Google's PageRank isn't really a good metric: there's a public and a private PageRank variable, and we only see the public one.
