Hey Rakelable,

These pages can be published if the offer is live on the PAS network and when the offer is enabled on your website. If for whatever reason you want the page to display on your site without the offer being enabled you can remove the tokens (specifically the top token). Keep in mind that once you edit a page, you will no longer have the updated, default PAS content. One suggestion is adding a notice at the top of the review pages that the offer for the page is not currently available but providing your recommend suggestions.

but Members can not add deals or open account via my site...

If you want to remove those rooms from the Promotions page you can remove them from your CMS. By doing so, however, you will be required to update your promotion page yourself as you would no longer be using the default PAS content. You'd want to check the Important Announcements forum to be kept up-to-date on the latest promotions so you can update your site.
