I don't believe there are any country restrictions beyond the normal restrictions which apply to registering an account. Some of the more notable are United States, Australia, Brazil, Canada, France, Italy, Poland, Spain and Switzerland. I'll post in this thread if I find out about restrictions that apply just to the bonus.
